I know nothing about the DC/Virginia operation, but I do know that the 
Library Of Congress operates a Motion Picture Conservation Center at 
Wright-Patterson Air Force Base near Dayton, Ohio.  There is a

They restored "Mr. Smith Goes To Washington".  I saw this on DVD a few 
months ago and the picture was excellent given its age.
