it looks like  they changed their initial locus operandi, which was
to be closer to
D.C., in the mountains of Virginia.
it isn't trivial to build a US$40 million facility, which is what
UCLA, the other recipient
of Packard's other US$40 million, is doing in Valencia across the
street from California
Institute of the Arts.  (last I heard anyway)
