[Tig] announcements page added to wiki

an announcements section in the TIG wiki has been added toward the  
top of the Navbar.  This may serve for brief notices of
parties at the shows, personnel changes at companies, whatever suits  
your fancy.

By the way, as was mentioned before, RSS is built-in to the wiki so  
if you have a browser-capable RSS reader, or, a standalone
reader (I use NetNewsWire Lite for OS X) you can check any changes to  
the TIG pages.  There are many commercial packages and
several freeware and opensource versions, or you can build your own.
