It does not bode well for quality.....

This is frustrating:  More I see this, the more I believe you are
Correct, and I'm seeing some sort of compression limitations..
Kind of like what older Accom NR's without median filters used to to. 

Darn! Between Compression in Profile's and Cable Systems, 
If this is all the bandwidth we're gonna get, Why not stick with an FDL-60
or MKIIIC, if that's all they will 'dole out' to us?   

For some reason, I didn't think it would be 'that' obvious.....

Your cable company is likely doing head-end recompression in order to 
fit more channels in the same size pipe and make it easier to insert 
pop-up adds.  Their primary objective is to make more money, not offer 
better quality to the customer.  99% of cable viewers either don't 
have the hardware to see the difference, use hardware which is 
severely out of whack, or would not notice the problem if they saw it.
