The only solution for these kind of quality problems is to revise the 
business model.  Currently, more money is made by offering more 
channels, particularly PPV channels.  There is little reward for 
delivering quality product.

On the other hand, the major networks who have control (direct or 
contractual) over the delivery path (ABC, NBC, CBS, FOX, HD.net, HBO 
HD, Showtime HD) are able to offer crystal-clear high definition 
programming.  Anyone who has an HD set and access to this programming 
has no reason to pay attention to the other 490 channels at all.  As 
HD sets penetrate the market, the value obtained from advertisements 
on poor-quality channels will diminish to nothing so those crummy 
channels will eventually vanish.
