[Tig] Blurry DVDs

I wondered if anyone on the TIG would care to comment on recent 
releases of DVDs with particularly blurry video.  I have seen a number 
of new release DVDs with blurry video.  The most recent problem DVD is 
"Gray Matters" (http://www.imdb.com/title/tt0375785/), which seems 
like it should have very nice images.  Instead almost all images are 
blurry, and many seem to be obscured by a veil of fine noise.  The 
horizontal resolution seems to be about half of what it should be, and 
is not much better than VHS.

My recent experience with these blurry DVDs is contrary to the general 
improvement in DVD quality over the past few years.

Does anyone know why DVDs like these are starting to appear?
