I do not know the story behind the voice over... but it explains a lot of things to viewers that did not read the book ("Do Androids Dream of Electric Sheep" by the genius Philip K. Dick).
The networks (at least in Europe) regarded this movie as a second-class feature and because of the arbitrary cuts a lot of viewers did not understand or like the movie. Years later is an all-time classic and everyone wants to get a DVD for it.
Some friends saw recently the voice over-version and they had a totally different view on the movie and liked it.
What I want to say is that abusive cuts may defeat the cause of a movie and some interesting moments or even essential moments can be lost, leading to a less comprehensive version of the feature. LOTR suffered from the same when it was reformatted for the TV.

I could be wrong Dan, but I believe Ridley Scott's idea for the
film never included a voiceover and that it was added against his
extremely strong objections, and only when the director's cut
was released did he feel the film complete.
