Yes,
They are commonly available. A hardware store with a good lighting
selection will have them, or a lighting specialty store, or online. You
can also find spots and floods in the common sizes.

Probably because people don't run their tumble driers all the time. A
little bit run all the time uses much more energy than a lot on
occasion.
I'd like to know more about what the intractable environmental problems
with flourescents are.
