The common recessed downlights (whether tungsten or halide) are quite
elegant, as they are fitted flush with the ceiling. They aren't bad if you
sit right under one to read. But they give an _impression_ of not lighting
the room because they don't light the walls. You look across the room and
see dark. 

If you are used to a whole bunch of standard lamps, or to pendant lamps with
shades that diffuse light in all directions, the walls would have been more
brightly (though uselessly) lit. So I guess people tend to fit more
downlights, and turn the whole lot of them on in a futile attempt to get
light to even the darkest part of the room. 

Whereas in fact, the efficiency of lighting comes not just from the
electrical efficiency of lumens per watt, but the placement efficiency of
lux (foot candles x some factor) per lumen (in the areas you need to have
lit).
