On the subject of the BBC and Discovery ,I believe it is the Discovery tail 
wagging the BBC dog. The BBC relies heavily on Dicovery co-production money. 
A very large proportion of the BBC's factual output is co-produced with 
Discovery or National Geographic. I think the BBC just doesn't want to rock 
the boat and so goes along with what the US wants.

Ironically Ascent Media is part of a group that owns a significant 
proportion of Discovery and owns (in the UK) two out of the three major labs 
that still process s16mm.
