That was the idea behind the VIRS that was introduced about 30 years ago.  
Sets could decode the signal and automatically set contrast, brightness,
color and hue.
A number of sets came out with it and it worked well but it never really
caught on and eventually died out, relegating it to use only by broadcasters
for which it was originally designed.
