I'd bet even with 10kW he has to wait for the sunspot cycle to come  
around, (it's on the upswing now, but will take another few years to
peak again) and at CB frequencies, it's particularly critical to have
the ionospheric layers in good shape.

Of course radio amateurs, who must be licensed by the national  
governments of their respective countries, and be tested (at least in  
the US) for theory and sometimes for knowledge of code, aren't in the  
same league as CBers operating illegally :]
