[Tig] digests problem fixed (hopefully)

Ken Robinson pointed out he hadn't been receiving the TIG digest for  
some time; I found a glitch in the cronjob for mailman's functions  
and think it's fixed, a digest should go out every day until I'm sure  
it's working again at which point it will revert to going out every  
20-30k of submitted posts.
