Probably he was refering to values on a Dolby LM100 Broadcast Loudness
Meter, which measures average dialogue levels for subjective viewer
perception. Most TV channels are trying  to address viewer annoyance with
the differences in perceived levels between programs and commercials by
means of this piece if equipment.
While I find it a kind of straightjacket for sound I really can't find a
better alternative method, and I admit it's a real problem that must be
addressed.

I'm no expert in this area, but I was the post supervisor on a  
theatrical trailer and when we mixed it at a reputable audio house in  
LA the mixer kept referring to a specific audio number that was the  
peak "legal" limit. It was not a db level on his mixer but a separate  
numerical display (possibly a Dolby device). It's been about 5 years  
so I can't recall perfectly, but it seemed like he had to keep the  
level under "84" or something like that. Once again, I think there is  
a standard, but I'm not sure what the actual number is or what the  
reference is from.
