Very fair comment Dick, I guess arrogance comes to mind, rather than the
usual military answer which almost inevitably is "rip off the military",
after all it is only tax payers money! 

To answer Steve's comments. The company in question about the encoder
designed it from scratch, first princilpes, flatly refused to even look at
the commercial design circuitry.
This same company designed the UK's "NIMROD" AWACS system. It is now known,
and by many was known at the time, that it could not possibly work, but
hundreds were employed designing it because the project was costs plus and
the government was paying. I could give you the technical details as to why
it could never work, nor would have, but I might get strung up!
