Kind of like the U.S.'s Missile Defense Shield System, a ludicrous shredding
of MANY billions of dollars so far with absolutely no positive tests
whatsoever. 

My personal favorite was about two years ago when they were so concerned with
every test failing and the resulting bad publicity (and the threat of funding
being withdrawn) that they set one up with the press present and put a GPS
locator identifier in the target as a "can't miss" scenario, and the launched
missile missed it by several miles.
