[Tig] languages supported by the TIG

I've enabled language support in the TIG for the following:

Danish
German
Spanish
Italian
Norwegian
Swedish
Portuguese
Russian
Turkish
Chinese (China)
Chinese (Taiwan)

This allows your mailman interface to be displayed in the language  
above according to your personal options as chosen from the user  
options page, which is available toward the bottom of
http://tig.colorist.org/mailman/listinfo/tig , the last entry box  
before the button "unsubscribe or edit options."

I don't believe the messages themselves are translated, as there is  
still (and may never be) machine-capable translation without ensuing  
hilarity.
