[Tig] TIG wiki upgrade

The TIG wiki has been upgraded to version 1.11 (the last was 4  
versions old) with a number of new features, some of which will be  
implemented one by one in order to test them thoroughly.   If anyone  
has any problems with the new version please advise me, thank you.
