Hi Bob, unfortunately that's untrue with regard to local covenants,
applicable in cases where local property owners have banded together
and set local standards. Amateur Radio operators have dealt with
this for many years, and due to their work in emergency services are
allowed (in the case of LA county for example) towers up to 40 feet.
Exceptions can be applied for. But if your local city council
decides antenna masts are unsiightly, it can be a battle to get an
exception to local covenants.

In the Hollywood Hills, I was restricted by the city of LA to a 40
foot tower. I used a 60 foot tower and cranked it down to more or
less 40 feet :-) but if I weren't a radio amateur, and providing
emergency service thereby, (and I did have full backup power for
several hours of operation), and just wanted to put up even a 12 foot
mast, and lived in a community that restricted these, ... it's a
different story.
