The last time I did this, and mind you it was a log time ago, there was 
a factory installed yellow filter inside the Cell Box, just before the 
Blue PEC. This created a noisy, non-tracking PEC and we did the same 
things; replace PEC, hunt down noise, Mu-metal, etc. It wasn't until we 
really dug into the Cell Box that our questions were answered... look 
for a yellow piece of glass that further blocks BLUE light - !!
