A cell phone is capable of hardly any power at all.  An AC adaptor 
could be used to temporarily boost the available power.  The most 
likely light source is LEDs.  I doubt that the image would be 
particularly bright if it was projected much larger than a playing 
card (or two) in size.  Quite obviously, a full-rez DLP device can not 
fit in a cell phone so the device likely produces resolutions similar 
to the cell phone's native display.

A projection cell phone would be handy for video conferencing, for 
watching TV at work, or for reviewing photos.  Some day whole 
pre-recorded movies could fit in a device this small.  It could be 
more convenient to watch movies via your cell phone on the plane 
rather than using a bulky laptop.

As far as wobble goes, it is conceivable that cell phones could come 
with fold-down legs which serve as a built-in stand.
