They had the cameras outside and the footage was shown herein.

You might have missed the section showing the diagram of the location 
truck, which explained that the cameras on top were shooting film, which 
was run down into the truck into vats for instant development, then 
continued on out a loop to something like a telecine where it was shot 
with a video camera and then broadcast. So these aren't kinescopes, but 
the original film footage shot just before development and broadcast.

The film footage of all the people at the Fernsehstubes might have been 
phonied, but it seems unlikely, given the limited utility of the medium 
to the Party at the time.
