Put four or five Downy dryer sheets in a large plastic bag along with 
the vaccum cleaner hose and attachments.  Make sure that there is 
plenty of space in the bag for the vapors to spread.  Place plastic 
bag in the hot sun for four hours or so (but not hot enough to melt 
plastic!).  Now the vaccum cleaner parts will be coated with 
anti-static film, inside and out.  If in a hurry, wipe all 
non-conductive surfaces with the Downy dryer sheets.  It may or may 
not protect your equipment, but at least your equipment will smell 
fresh.

Wrist straps and proper grounding are always a must.
