I would suggest you should contact Kodak and return the stock. If it is
uneven then it has been wound at the wrong tension during manufacture. The
slippage it's already suffered may possibly have damaged it - the edges of
the turns of film that are sticking out will have been knocked against the
container, and you will probably get stock dust, causing sparkle.
If you decide to rewind the stock, you should do it carefully and slowly to
avoid further damage to the edges of the film. Electrostatic fogging
shouldn't be a problem if you wind slowly - remember that even original
camera neg is always rewound immediately before it is processed, and it
doesn't usually get static fog!
