[Tig] inexpensive: query on telecine

I'm looking for some information: a friend of mine was notified by the  
head of a major university that there is a new cheap telecine out of  
Europe that they are looking at.  More specifically, another  
university in NY is looking at.   He didn't have any other details.

The purpose is to be able to transfer all those short 1 min films that  
first year students do without having to beg favors or stand in line  
at a regular house.  With all the film cameras that many film schools  
have built up over the years, it's a given that the practice of  
shooting on film will continue for quite a while longer until they can  
afford some massive switchover.

The thought is that they would purchase this telecine themselves and  
run it on campus, realizing that it is NOT of the quality they would  
expect for anything but a first or second year student film.

The question is, does anyone know of this system or has heard of it?    
My friend wanted to know so he could explore it for his school but he  
cannot get any further information.
