Hi Rob,
I ran across this <http://www.flashscan8.us/> helping a friend that needed
to transfer some Super 8 film. It looks like they have a 16/35mm model as
well <http://www.flashscan8.us/flashTRANSFER1.htm>
They're from Germany so it could be what your friend was looking for.

I have no experience with the company or the product, I just found them
online.
